CHINA’S OFFER UNSATISFACTORY
By Telegraph—Press Association—Copyright London,-May 17. China’s indemnity proposals arc declared to bo unsatisfactory. Foreign Ministers are discussing the basis of a guaranteed loan to cover tho indemnity, and the further opening up of China to foreign trade.

Tho Times’ Pekin correspondent states that Count Waldersoe invited the allies to co-operate in an expedition against the Boxers south beyond Chingting.. Owing to tho withdrawal of the French the expedition has been postponed. It now transpires that the Germans also arrested and flogged the crow of the lighter the Erro was towing. The explanation in regard to tho is considered unsatisfactory. The correspondence has therefore been forwarded to Sir E. Satovv, with the view of diplomatic action.
