The Russian authorities arc buying out the private owner of the Tientsin concession. This is interpreted as a consciousness on Russia’s part that her alleged right of conquest was baseless. In the meantime Russia menaces Chinese witnesses who are able orally to prove the Railway Company’s claim. The Toulai of Shansi lias been sentence to death for the murder of two Britishers, AVatts and Jones.
RUSSIA SENDS FORMIDABLE REINFORCEMENTS.

The Daily Telegraph’s St. Petersburg correspondent states that in response to Admiral AlexiefTs appeal for reinforcement of tho licet in China waters, Russia has despatched two first-class battleships, three first-class cruisers, and another second-class cruiser.
