MAORIS IN COUNCIL

At the Maori settlement at Papawai, a large assemblage of Natives was held yesterday. The object was to' formally constitute the Maori Council for Rangokuko district, which extends from Wairarapa lake to Dannevirke. The Hon. Mr Carroll was present. Mr Aporo Kumaroa was elected Chairman of the Council, and, in addressing the members, ho said the proceedings were a sort of primary school ' to initiate them into their duties as administrators of local affairs. The old Maori institutions were obsolete, and the establishment of Councils opened a new era in Native affairs, and they had to thank the Government for introducing it. The Natives have too long neglected themselves, and there was ample scope to improve the conditions under which they lived, and upon which depended the salvation of the race. The Hon. Mr Carro'l explained the object of the new law, and subsequently a chieftainess emphasised the claims of women to participate in the administration of the new laws.
