The Foreign Ministers’ Committee at Pekin has recommended a 4 or 44 per cent, loan of seventy millions, guaranteed by the Powers, to cover an indemnity of sixty-five millions, or otherwise that each Power shall accept bonds to cover its indemnity. The committee is unanimous in recommending an effective five per cent ad valorem maritime Customs imports tariff, and the assignment of native Customs to the service of the indemnity, with duties on flour, butter, cheese, foreign clothing, and spirits, but not to interfere with the liken duty or land tax. A majority of the Ministers recommend a ten per cent Customs duty, but Great Britain, America, and Japan oppose it.
