NEW ZEALAND ENSIGNS. (By Telegraph—Press Association). Wellington, last night. The Education Department is arranging for the manufacture of 1700 New Zealand ensigns in the colony for public schools. THE PICNIC. Matters in connection with the formation of a contingent to represent New Zealand at the opening of the Federal Parliameut have been to an extent retarded owing to the neglect of some country corps to forward to the Defence Department the names of suggested representatives. OFF TO ENGLAND. Mr Page, Town Clerk of Wellington, who leaves to-morrow on a trip to England, was to-day made a presentation by the members of the corporation staff. FOR LIBERTY.

A prisoner named John Clancy, who is undergoing a sentence of 12 months’ imprisonment for assault, escaped from custody at Point Halswell fortifications today. He obtained possession of an artilleryman’s uniform, and bolted in this change of costume. He was caught after being about a couple of hours at large, and sentenced to six months’ imprisonment. ARMS. It is officially intimated that the armorial bearings of the Duke of Cornwall are arms, coronet, crest, plume, and supporters, exactly as borne by His Majesty the King when Prince of Wales. CARRIAGE HORSES. The Department of Agriculture has been instructed to purchase two pairs of carnage horses for tho use of the Duke and Duchess in the colony.

MAYOR. Mr John Valentine has been elected Mayor of Onslow unopposed. MUNICIPAL TRAMWAYS. In October last the City Council took over the tramways. The receipts' sinco have been sufficient to pay the late proprietors the amount awarded them by the arbitrators under the heading of profit for the unexpired portion of their lease, which they lost through the municipalising of service. This amount for two years was .£4920. Interest on tramway loan has also been paid, and there still remains a credit balance. ALLEGED BIGAMY.
