ATTEMPT TO DYNAMITE OFFICIAL' QUARTERS. COREAN MINISTERS BANISHED FOR CONSPIRACY. By Telegraph—Press Association—Copyright London, March 80. The St. Petersburg newspaper Novoc Vremya states that the Corcun Ministers of Justice and Interior have been banished for conspiracy. It was intended to dynamito the official quarters of the Russian resident at Seoul, with the object of provoking the advent of foreign troops to protect the fresh Ministry. The plot failed owing to discord between the conspiring Ministers. Advices from Yokohama state threo officers of tho Japanese Headquarters Staff arc going to Seoul to investigate the matter. JAPAN AGAIN ACTIVE. Tlio newspapers at l’okio stato that Japan is adopting a strong policy, and that unusual activity prevails at the arsenals.
