By Telegraph—Press Association—Copyright Received. 10.33 p.m., March 27. London, March 27. The shipowners and employers refuse to make further concessions, or to agree to arbitration. The dock strikers, who arc greatly discouraged, are sending deputations to the Premier and Minister of Commerce in reference to the matter. The movement for a general strike has failed.
