BRITISH AND RUSSIANS. WALDERSEE INTERVENES. By Tolegraph—Press Association—Copyright London, Alarch 19. Count Waldersec, tho Commandcr-in-Chicf, has authoritatively intervened with a viow of ending tho mutually hostilo attitude of tho British and Russians at Tientsin.
It is expected that 10,000 French troops in China will shortly return. The New York Herald’s correspondent at Tientsin states that Colonel Wogack, the Russian officer at Tientsin, declined Count Wuldcrsoo’s compromise. Air Balfour, in tho House of Commons, said the missions of H.AI.S. Plover to Elliot and Blonde Islands in January was to suppress Chineso pirates. It was undertaken in pursuance of articlo 52 of tho Treaty of Tientsin.

The Russians state that their orders aro to fire if anyone commences work. The English troops in tho trenches wero originally outnumbered. The Russians are now twenty to one, in trenches, which are forty-five foot apart. Received Alarch 21, 1.11 a.m. London, Alarch 20.
It is somi-officially stated in Berlin that Count Waldersco, with a view to ending tho spcctaclo of discord, mediated, and for military reasons insisted, on tho withdrawal of even small patrols at the siding. Settlement of tho dispute is outside of his sphere. Air Hamilton states that tho sentries on both sides remain in tho previous position. They have received strict orders not to assume tho aggrossivo. No disturbance is anticipated. Hongkong, Alarch 20. The warship Plover is ashore below Kuikiang. The Red Polo has gono to her assistance.
