Hamilton said that the authorities on the spot at Tientsin were dealing with the siding difficulty. A message sont by Reuter’s correspondent statos the Russians occupied the railway siding which Mr Kinder, tho English engineer, was constructing .at Tientsin. Major-Geueral Barrow, the British officer, hesitates to act in General Gaselee’s absence. He is consulting with Mr Satow. The Russians consider that thoy are the victors in the matter. The Russians declare that the siding interferes with the projected road through territory conceded to Russia.
