HARBOR ELECTION,
SOLICITOR’S OPINION. A special meeting of the Harbor Board will be hold this afternoon to decide upon which roll the election should bo conducted. The following is the opinion of Mr E. J. Chrisp, the Board’s solicitor : “ The subject is by no means free from doubt, and it is very hard to say, in view of the conflicting statutes. It appears to me, however, that for the poll the returning officer should use : (a) Tho burgess roll in force for the time being, comprising all names, whether freehold, occupiers, or residential ; and (b) the voters’ list mentioned in sections 7 and 8 of tho Gisborne Harbor Act, 1884. Each voter on the combined burgess roll and list will exercise one vote only, except in cases where a voter is on the burgess roll and also on the voters’ list, in which case-such voter will have two voters, one for the burgess list and one for tho payment of wharfage and harbor duos. I may say that I have given the matter very careful consideration, and that I can arrive at no other conclusion.” \
