In order to encourage Li Hung Chang to sign tho Manchuria convention, M. do Giors has declared that Russia will not participate t with the Powers’ demand for the execution of the ten principal officials. In tho Chamber of Deputies, M. Dolcasse, replying to questions, said that tho allies had neither studied, nor docidod upon the proposed expedition into the interior of China. Franco would not participate in any such expedition without weighty reasons or first consulting tho Chamber.
