Paris, Feb. 26. In the Sonato M. Delcasse complained of the injustice that Portugal w r as inflicting on French land-holders. He declared that he intended to obtain rescission of tho moasuro of spoliation. He added that Franco possessed means to inako her demands heard, and would not hesitate to employ them.
