London, Feb. 15. In the House of Commons Mr Bannerman blamed the remissness of the Govern, merit in sending reinforcements to South Africa. The political conduct of the war, he said, was not conducive to in early .and honorable settlement. He implored the Government to offer more geiicrou§ terms than unconditional surrender.
