J\u>ies and Gentlemen, — In again offering my services as your representative on the Harbor Board, I would assure you that, as heretofore, ] if re-elected, I shall in every way support the giving effect to the expert advice which has been obtained; and, also, being thoroughly satisfied with the ability of the' Engineer to successfully carry out the works proposed, I shall second his efforts to the utmost of my power. On all questions of finance I shall do my best to make the burden of taxation bear equitably and as lightly as possible.
