RUSSIA AND AUSTRIA.
STRAINED RELATIONS.
INTERNATIONAL ALLIANCES,
(Specially Telegraphed from Auckland.) It is reported from Vienna that the ■Bucharet press states, at the suggestion of Count Von Bulow, an offensive and defensive alliance has been concluded between Turkey and Roumania, which is directed against the Power which might try to dispute peace .in the Balkans. This is said to be perhaps only designed to distract Russia’s attention to some degree from the situation in China. With a view to paralysing this alliance, an entente has been arrived at between Servia and Bulgaria under the patronage of Russia. In wellinformed circles hi Vienna the news was at first registered without comment, but a conclusion was later drawn, owing to the report being given out for publication that the condition between Russia and Austria regarding the Balkans is no longer as solid as formerly.
