Water and Drainage.
To the Editor op the Times,
Sib,—l notice the Herald tries to sway public opinion in favor of forwarding Mr Mestayer the reports of other Engineers on the water question, and in doing so says: “in order to enable him to extract therefrom as much information as he may consider necessary for the framing of a complete report,” thereby implying that he would not frame a complete report without the assistance of other Engineers’ reports. The Herald then goes on' to say, “It has been followed in harbor matters where Mr Napier Bell and other Engineers who have reported have been supplied with previous reports, etc.” Now, sir, this is the same old sing song fiddle the Herald was playing at the time of the construction oE our breakwater. .All reports of previous Engineers were always handed to the most recently employed one, and with the assistance of the Herald and old reports the breakwater was built almost on dry land, and the progress of the district has been retarded for years to come. Still the Herald plays the same old tune. ' It is well known it always runs with the strongest, be it right or wrong, xiu- oDinion is that any Engineer should give an independent report, rithout the assistance of other Engineers, then the public know whose opinion they are paying for.—l am, &c.; " Cot.
