(10 a.m.) NEW YORK, Sept. 22 The steering committee today placed on the General Assembly’s agendo Russia’s charges of United States aggression against China but deferred action on an American proposal to place the question of Formosa’s future in the Assembly’s hands. Dr. Tsiang, the Chinese delegate, asked for a postponement pending insrtuctions from the'Chinese Nationalist Government.
