Soviet To Use Atom Power To “Build & Defend” Doctrine

(N.Z.P.A. —Reuter— Copyright.) (10 a.m.l LONDON. March 12. The Soviet Union will use atomic energy for "building and defending communism,” the Deputy Premier, M. Lazar Kaganovich, proclaimed in an election-day statement to Russia’s millions as they voted today for the new Supreme Soviet.

“M Stalin’s instruction that our science must not onlv not lag behind, but overtake bourgeois science is being carried out,” he told the electors, according to a Tass news agency dispatch received in London. M. Kaganovich added: “We are pursuing a DOlicy of peace but we don t fear war.”

The Russians began polling this morning in the first general election since 1946. They may register approval or disapproval of the single lists of candidates presented for each _of the two Houses —the Council of Union and the Council of Nationalities. The Russians went to the booths without hearing the expected election speech by M. Stalin. Observers in London and Washington believed M. Stalin might take the opportunity and launch a now “peace offensive" or announce a nciV departure in international diplomacy. Under the Soviet system anyone may vote wherever he is on election day and polling booths opened on Russian shins at sen ar.d on nearly 300 transcontinental trains. During the campaign the 1302 candidates criticised British and American electoral systems and attacked “false democracy” in the capitalist countries.
