SOFIA, Oct. 20. A bill detailing the procedure for trying members of the Bulgarian Government was laid before the Grand National Assembly today three months after the former Deputy Premier, M. Traicho Rostov, was deprived of his Parliamentary seat. Reports have suggested he will be tried as an alleged spy l'or Yugoslavia, Britain and the United States.
