RED ENVOYS OFFER PEACE TERMS TO NATIONALISTS
(N.Z.P.A.— -Reutor— Copyright.) (11.15 a.m.) HONG KONG, Oct. 21. Envoys have left Hong’ Kong with a Communist offer to reopen peace negotiations with the hard-pressed Chinese Nationalists, a usually reliable Chinese source reported tonight. This source said that General Hwang Chi-han left by air for Kweilin two days ago carrying Communist terms to the Nationalist leader, General Pai Chung-hsi.
Dr. K. C. Chiu, Secretary-General of the Nationalist Presidential Office, was also stated to have flown from Hong Kong to Chungking with a letter from • General Hwang containing the same terms. General Hwang was formerly General Pai Chung-hsi’s personal representative in Hankow. He was instrumental in arranging the earlier peace negotiations between the Communists and Nationalists at Peking. When these broke down he joined the Communists. Mr. W. T. Trevor, general manager of the British section of the KowloonCanton railway, entered Chinese territory today to negotiate with the Communists over the resumption of through traffic on the line. The British authorities are eager for the earliest possible resumption of traffic as the railway brings a large quantity of farm produce to the Hong Kong markets. Thousands of Chinese peasants are dependent upon the line for their livelihood.
