WEST GERMAN STATE TO BE FORMED
(10 a.m.) BERLIN, Mar. 28. The United States Military Governor, General L. Clay, said today that continued violations by the Russians of the Potsdam agreement on Germany should relieve the United States of its obligations under the pact. “The United States cannot consider itself bound to carry out the Potsdam agreement in face of continued violations,” he declared. General Clay added that only objections by the Germans themselves could now prevent the formation of a separate Western State.
