FRENCH REDS OUT OF RUNNING IN COUNCIL POLLING

PARIS. Mar. 27. Early returns in the second ballot for the departmental council elections show that the Government parties are well ahead and the Communists hopelessly out of the running. General de Gaulle is doing well individually but is heavily outmatched by the Government bloc. The results, based on 33 per cent of the total returns, are:

According to Government figures “third force” parties last week won 250 seats, the Rightists 216, de Gaullists 170 and' Communists 17. The de Gaullists claim that 275 successful candidates were de Gaullists and the Communists said that they polled 150.000 more votes on March 20 than they did in the 1945 election.
