BOOKMAKERS ADMIT OFF-COURSE BETTING THROUGH TOTALISATOR IS PREFERABLE
The Royal Gaming Commission heard exhaustive evidence from all sections of the community. Even the illegal bookmakers were represented and admitted that the off-course betting they handled exceeded £24,000,000 per annum. But they admitted something else. Their counsel conceded that any scheme under which off-course moneys pass through the totalisator was preferable to betting with individuals so long as it was workable and gave the public reasonable facilities for placing their bets. The proposal. recommended by the Royal Commission provides those facilities; an efficient workable system which will enable those who desire to bet offcourse to do so openly, honestly and with respect for the law.
