N. ATLANTIC PACT IN KEEPING WITH U.N. CHARTER

WASHINGTON, Feb. 9. The secretary of State, Mr. Dean Acheson, today challenged Russia’s charge that the proposed North Atlantic defence alliance is an “aggressive” move by the Western Powers.

Mr. Acheson said the alliance is fully in keeping with the United Nations because it comes directly out of Article 51 of the United Nations Charter. This provided for individual and collective regional arrangements to help to keep the peace. Mr. Acheson said he was discussing all aspects of the situation with Norway’s Foreign Minister, M. Halvard Lange. The talks covered United States attitude towards the suggested Scandinavian pact based on neutrality. Mr. Acheson refused to say what the American attitude is to such a pact, but other Government officials have described it as totally unrealistic under the present conditions.
