(P.A.) ' WELLINGTON, Oct. 1. ‘The world is difficult —I question whether it has ever been more difficult,” said the deputy Prime Minister, Mr. W. Nash, addressing the annual council meeting today of the Boy Scouts Association (New Zealand branch). “I look a decade ahead —its not as certain as I would like it to be —but it will bring out the best in human beings if the foundations are right. That's why your worthwhileness is more than average.” Speaking as Dominion Chief Scout, the Governor-General, Sir Bernard Freyberg, added his tribute to the work- of the movement.

After referring to the gravity of the world situation, His Excellency said that if a movement like the Scouts had not been in existence at present someone would have to devise something similar.
