U.N. BELOW EXPECTATIONS
LONDON, June 20.
The Minister of State, Mr. Hector McNeil, speaking to a United Nations Association meeting, described United Nations as a lightning conductor without which a snark from east-west clashes might wreck the half-built house of peace. , ~ , He said nobody could suggest that United Nations measured up _ to the expectations entertained for it when the charter was signed at San Francisco almost three years ago. The machinery was not at fault, but there were fundamental diversities of views between the nations. Use of the. veto was a symptom rather than a disease itself. " Until there was a measure of political agreement it was unlikely that there could be agreement on atomic energy, disarmament or the provision of the forces envisaged as an essential part of the charter.
