Pohlen, senior pedologist. Soil Survey Division, Department of Scientific and Industrial Research, in an interview on Saturday. “The soil survey will have an important influence in directing t this development along correct lines," he continued.

“It is obvious that flooding is one of the most serious factors impeding intensive development and until the river is effectively controlled this hindrance to the potential productive capacity of the flats will continue.

“However, once the flooding is under control no part of New Zealand will be capable of higher production than the Gisborne flats."
