CREATION BY END OF YEAR SIX-POWERS’ PROPOSAL (10 a.m.) LONDON, April 30. Reliable sources are quoted by Reuter’s diplomatic correspondent as saying that delegates to the six-Fower conference on Germany meeting in London will recommend to their respective Governments that Western Germany should have its own Government by the end of 1948. A Constituent Assembly will draw up the constitution which, after submission to the three military governors of the Western Powers for approval will be submitted to a plebiscite of the German people.
