LATIN AMERICAS RIGHT TO JOIN BLOCS PREFERENCE IN TRADE < N.^.iAA.— Ueut«r— Copyright. ) (10 a.m.) BOGOTA. April 28. Thirteen Latin American nations at the Pan-American conference yesterday joined to defeat the United States in a vote on a proposal that the American nations be allowed to join blocs to grant each other trade preferences. The United States obtained the support of only five nations. The resolution was moved by Bolivia and the United States delegation opposed it as being contrary to the United States policy that trade preferences be eliminated as much as possible as a means of increasing world trade. The debate, however, indicated that the Latin American countries want freedom to enter into trade preference agreements among themselves. Colombia. Ecuador, Venezuela and Panama will hold a special meeting in Quito on May 24 to discuss the creation of a tariff union and kindred subjects. Representatives of Venezuela and Panama said there was no plan to form a political bloc. The sole aim .was to achieve co-ordinated economic defence against pressing post-war difficulties.
