(11 a.m.) BERLIN, April 23. The Russians vetoed an American proposal in the Allied Kommaudatura for a four-Power investigation of political kidnappings in Berlin, scores of which have been officially charged against the Russians. Instead, the Russian, MajorGeneral Kotikov, attacked the Western occupying Powers, alleging that unruly American soldiers went around the city biting elderly German women. This charge produced howls of laughter from the Western representatives. The Americans later asserted that General Kotikov admitted at least four kidnappings, but claimed that the people concerned were criminals.
