WORK BEFORE SCHOOL HEADMASTER’S CRITICISM “It does not seem sense to me that boys under the compulsory age should be allowed to sap their strength by this drudgery—l almost said slavery,” stated the headmaster of the Napier Boys’ High School, Mr. W. T. Foster, when dealing in his report to the High School Board with the question of boys working on milk runs. Of 1(1 boys who worked before school, seven rose at-4.30 a.m. to deliver milk, said Mr. Foster. Only one of these seven boys was over 15 years old, and three were not yet 14. One was working for his father, and presumably assisted with the milking as well. Mr. Foster added that he was writing to the parents about _thi§ matter.
