U.N. FAILURE DEPLORED

CHINESE CRITICISM (10 a.m.) NANKING, April 14. Amid growing international tension threatening world peace. Dr. Wang Shih-chieh, the Chinese Foreign Minister, told the National Assembly today that China was concerned mainly with the effort of strengthening the United Nations and, if necessary, would not hesitate to agree to a revision of the United Nations Charter. However, in principle, the Chinese Government did not favour any revision of the charter in view of the serious risks it would entail, but it might be forced into such a course by the necessity of circumstances. Dr. Wang deplored the fact that the United Nations so far had failed to become an effective international organisation for safeguarding world peace. Concerning Russia, Dr. Wang said that the friendly and peaceful relations would prevail between the two countries “for all time” if Russia faithfully observed the obligations under the Sino-Soviet treaty of amity signed in 1945.
