GRAVE MISUSE OF U.N. SECRETARY OUTSPOKEN (9 a.m.) KEW YORK, April 13. ' The Secretary-General of the United Nations, M. Trygve Lie, today charged the Big Five with not using the organisation as it should be used and urged them to “try to settle their differences instead of merely threatening each other." Delivering the main speech at a memorial service marking the third anniversary of President Roosevelt’s death, M. Lie paid a tribute to Mr. Roosevelt as the principal founder of the United Nations but deplored talk that the organisation was dying. “On the contrary,” he said, “It- is very much alive. It is doing very well indeed, except when one or other _of the big Powers fails to use it as it should be used, or fails to live up to the Charter's terms.
