BIG FIVE SLATED

GRAVE MISUSE OF U.N. SECRETARY OUTSPOKEN (9 a.m.) KEW YORK, April 13. ' The Secretary-General of the United Nations, M. Trygve Lie, today charged the Big Five with not using the organisation as it should be used and urged them to “try to settle their differences instead of merely threatening each other." Delivering the main speech at a memorial service marking the third anniversary of President Roosevelt’s death, M. Lie paid a tribute to Mr. Roosevelt as the principal founder of the United Nations but deplored talk that the organisation was dying. “On the contrary,” he said, “It- is very much alive. It is doing very well indeed, except when one or other _of the big Powers fails to use it as it should be used, or fails to live up to the Charter's terms. That is the trouble.” , Presumably referring to various boy:otts by the Soviet, the United States' Abandonment of Palestine partition and “-elated big Power activities in the United Nations, M. Lie said: “The boy:ott, the bypass and the backdown are 10 way to make the United Nations itronger or the way to serve the cause >r peace. For many months there has seen no serious attempt by any of the Big Five to negotiate major differences Dver the peace treaties. Such efforts ihould be continuous. They should aever stop/]
