About 801)0 teachers will be affected by the new grading scheme approved by the Education Department and which is being drafted into regulations. It embodies the proposals agreed upon in negotiations between the department nr.d the New Zealand Educational Institute. The most Important change involved in the new scheme is that teachers will no longer be barred from higher grading because of their failure to obtain promotion to a higher position. in future, the whole scheme of promotion will be based on personal efficiency This means that a teacher car. by his own efforts while remaining in the same position advance to a higher grading.
