JAPAN’S REPARATIONS UP TO 8 PER CENT (10 a.m.) CANBERRA, Dec. 17. Australia will receive 8 per cent, of the total Japanese reparations if the proposals made by the United States and accepted by Australia become effective. The United States proposals, which have been submitted to all countries represented on the Far Eastern Commission, include the following division: Reparations.—China, 30 per cent.; United States, 28 per cent.; Australia, 8 per cent.; Russia, 4 per cent.

The United States has indicated that it will return 18 of its 28 per cent. Australia has been pressing for an early peace conference but has declined any procedure which would deny her the status of a party principal.
