CHINESE REDS REPORT OF PACT CONCESSIONS TO MOSCOW (N.Z.P.A.—Reuter— Copyright.) (11 a.m.) SHANGHAI, Dec. 16. The usually reliable Chinese newspaper Wahkiu Yatpao said today that Russia had agreed to train, find equip 11 Chinese Communist divisions for the North China war. The newspaper said this was part of a six-point military pact between the Chinese Communists and Russia reached during three conferences in Moscow during November. The newspaper added that Russian-equipped divisions would be used to help the “new republic of China.” Other points in the pact are, the newspaper said: (1) In the event of war in the Balkans or the Middle East the Chinese Communists would aid Russia with an expeditionary force of 200,000 men and a labour force of 1,000,000 men. (2) In the event of a world war Russia would have supreme command over the Far Eastern area—Sinkiang, Manchuria, North China, North Korea and Inner Mongolia. (3) Russia will obtain' immediately priority for exploiting the mineral resources of North China and the formation of a Sino-Russian trading corporation to oust American influence. (4) A Chinese Communist, air force will be established. (5) The Chinese Communists will be responsible for the formation of a Chinese intelligence bureau and the supply of information on China to Russia.
