Although American troops are being withdrawn from Italy,' the United States would consider appropriate measures for preserving Italy's peace and independence, said President Truman tonight. .. . If it becomes apparent that Italy s freedom and independence were being threatened, the United States would consider what measures would be appropriate for the maintenance of peace and security. „ . , The United Press says that diplomatic quarters interpreted President Truman’s declaration as a notice to Russia. Observers think the announcement could be construed to mean that the United States would concern herself with internal as well as external threats. , „ . , , Italian Government officials and the United States Ambassador, Mr. J. C Dunn, farewelled at Leghorn the final contingent of United States troops m their withdrawal from Italy. The troop ship will clear Italian territorial waters before midnight, which is the time limit stipulated in the peace treaty.
