BANKING BILL CHIFUEY_WARNED THREE STATES TO ACT (11 a m.) MELBOURNE. Nov. 25. The Premiers of Victoria, South Australia and Western Australia have informed the Federal Prime Minister, Mr J. B. Chiflley, that if the Federal Government proceeds with the Banking Bill these three States will take immediate steps in the High Court to uphold their legal rights. „ The message was telegraphed to Canberra immediately after the non-Labour Premiers conferred in Melbourne on a concerted plan to defeat bank nationalisation. . x The Premiers decided against separate State referenda on the subject on the grounds that there was no time before the passage of the Banking Bill, that the Victorian people had already registered an emphatic protest against nationalisation, and that in any case the Prime Minister apparently would not be influenced to drop the banking proposals even if all three States voted neavily against them. In Canberra early this morning the Senate passed the second reading of the Banking Bill by 23 votes to 3 after a : four days’ debate. Twenty-six Senators took part in the second reading debate. '
