SPEECH BY PREMIER CRITICISM OF COUNCIL MELBOURNE. Oct. 18. As expected, the Premier, Mr. John Cain, in presenting his Labour policy speech for the election, made only passing references to banking legislation, which was the reason why the Legislative Council, in refusing supply, brought about the dissolution of the State Parliament. Mr. Cain described as extraordinary the Council’s action in “registering its disapproval of legislation, then foreshadowed but not actually introduced into the Commonwealth Parliament, designed to effect the nationalisation of banking.” Later he said: “You are asked to pronounce judgment on a simple issue—shall the Legislative Council have the power to set at defiance the will of the House and cause an election every time an undemocratically elected Legislative Council bows to the dictates of powerful vested interests outside Parliament?”
