JEWS NOT SO HAPPY DECISION ON PALESTINE (11 a.m.) LONDON, Sept. 28. The British decision concerning Palestine was received by the Arabs and Jews alike with surprise and incredulity, says the Daily Telegraph's correspondent in Jerusalem. The Arabs welcomed it, but many ordinary Jews were not so happy. One Jewish shopkeeper said: "The withdrawal is a betrayal. We belong by right to the British Empire.’’

Another said: “If the British withdraw we shall $e at the mercy of our terrorists.”

The British troops are frankly delighted at the news.
