France’s dollar resources would be exhausted, she would have to cease all dollar purchases and her entire future and her recovery would be compiomised if American aid was not received by October, said the Foreign Ministry spokesman. Help in November and December would be too late. In view of her dwindling resources France cancelled all dollar purchases except wheat, coal and fats on August 26. She would have to forego even these vital supplies if help was delayed. The Premier, M. Ramadier, gave these bald facts to the American Secretary of the Treasury, Mr. John Snyder, early this week, said the spokesman. He added that the French negotiations for 200,000 tons of grain from Argentina were progressing favourably, but no reply had been received from Russia to a request last month for 1,500,000 tons.
