ECUADOR REPUBLIC • , FORMER HOLDER BARRED (11 a.m) QUITO, Sept. 4. •The Ecuadorian Council of State formally vested the temporary powers of presidency in Dr. Mariano Suarez Vientimilia today, stipulating that he and his Government must resign on September 15 when an extraordinary session of Congress would appoint a new President. Dr. Suarez was Vice-President under President Velasco Ibarra who was ousted by the revolutionaries under Colonel Mancheno 10 day ago. The Council of State decided to bar Dr. Velasco Ibara's return to office because it was deemed he had terminated his functions as President when he abandoned his post and fled to Argentina. He had anx-ady begun ihe return journey via Santiago, after hearing ol Colonel Mancheno's defeat.
