STAFF PROBLEMS
PUBLIC _SERVICE HOUSING DIFFICULTY EFFICIENCY SUFFERS (P.R.) WELLINGTON, Aug. 13. “It cannot be claimed that the efficiency of the public service has been maintained at the pre-war standard,” stated the annual report of the Public Service Commission presented in the Elouse of Representatives yesterday. The shortage of office accommodation, the shortage of staff, especially fully trained staff, and the difficulty of transferring officers from one place to another because of housing and board and lodging problems had all had an adverse effect on the efficiency of the service, stated the report. The commission’s staff training schemes were having a favourable effect, particularly on those who had been away on military service, temporary employees, and new recruits. “The efficient working of the service has been hampered by the unwillingness of officers to accept transfer on promotion because of the difficulty of securing housing accommodation. Recent approval had been given to the establishment of an accommodation bureau in the office of the commission to facilitate the exchange of houses, and already good results had been achieved.”
