TRAVEL RESTRICTIONS

JAPAN’S COAL SHORTAGE (P.R.) WELLINGTON. Aug. 13. The extreme shortage of locomotive coal in Japan has rendered it necessary to discourage non-essential travelling by train, says the Minister of Defence, Mr F. Jones, in a letter to Dr. A. Finlay (Govt. North Shore) following an inquiry by die latter as lo the possibility of’ providing cheaper railway travel for J Force troops on leave in Japan Mr Jones said the commander of J Force had confirmed that a shortage of coal was the reason for the charging of fares being introduced by direction of the Supreme Commander, General D. MncArthur as from September 1. Howover the new procedure applied to only four trains operated under American control. Personnel travelling on these trains while on authorised leave were regarded as being on duty, and were not required to pav fares nor were fares charged personnel travelling on B. leave trains, or 8.C.0.F. conches attached to .Japanese trains. The practical result of the new procedure was that it would limit travel on the American expresses, except while on duty, but the commander of ,T Force did not expect that this would cause any hardship to our troops.
