OUTER KAITI BID CLAIM FOR PRIORITY BUS SERVICE CRITICISED The possibility that outer Kaiti would be left lamenting when the Gisgorne Borough Council made n . start with reticulating the outer areas for water and sewerage was prominent in the minds of residents of the deLatour road-Tvndall road section of the borough who attended a meeting on Saturday evening to inaugurate a progressive association. Promises made to the Mangapapa Residents’ Progressive Association by the Mayor and members of the council were quoted as one of the soundest reasons for organising and presenting the claims of outer Kaiti for reticulation at the earliest possible time. It was stated that these promises amounted to a pledge of priority for Mangapapa. One speaker stated that Kaiti had a prior claim in that, when a poll was taken in the outer areas some years ago, the Kaiti people had accepted the burden of a loan for reticulation whereas Mangapapa had turned the loan down.

The meeting was presided over by Mr. Malcolm Campbell, convener, who stated in opening the proceedings that the time had come for outer Kaiti people to put their claims before the council. They had been paying heavy rates for years in the hope that something would be done for them, but so far they had got little from the council. What liad been achieved in the Mangapapa area in regard to immediate improvements in footways and other public amenities was clear evidence that those who did not organise could expect little. Formation of Association The meeting, which was well attended, adopted unanimously a proposal to form a progressive association, and proceeded to adopt rules and elect a committee. The appointment of the chairman and secretary was left in the hands of the committee, and those pres ent discussed several urgent needs of the area. Chief among these, apart from water and sewerage services, was the sealing of a footway in Wamui between uc Latour road and Tyndall road, the provision of a footway for Beach road, and a substantial improvement in the bus service for Kaiti residents. On the first of these subjects it was pointed out that in wet weather Wainui road pedestrians were forced on to the bitumen traffic strip, with consequent danger of accidents. It was suggested that the path on the north side of the road be sealed, and the present footway extended from Craig road to Tyndall road chiefly for the benefit of school-children. Bus-service limitations on Kaiti were discussed with some warmth, and the council’s policy of restricting the service because many people on Kaiti used other means of transport was condemned in round teams. The fact that the bus department was one of two branches of municipal activity which showed a credit balance was mentioned, and a claim was made that the public service should be made available in a more generous measure to Kaiti residents in general. The committee was recommended to take an early opportunity of placing the views of the meeting before the Mayor and council.
