OPPOSITION CRITICS
PARLIAMENT OPENING (P.A.) WELLINGTON, June 21. Though politically and unofficially unrecognised in the Legislative Council, the members' views are well known and Opposition opinion is critical of the Government’s selection of a completely Labour commission of five councillors to open the New Zealand 28th Parliament on Tuesday.
The former practice was to select some Opposition representatives. The 1938 commission including only two Government supporters out of five. The effective strength of the Upper House seems likely to be reduced to 31 owing to the absence through illhealth of Messrs. J. K. Archer, A. Campbell, J. A. McCullough, G. R. Hunter and B. C. Robins, some of whom may not attend throughout the session. The Upper House is usually maintained at half strength. The Upper House and its constitution has gradually changed during the period of the Labour Government until 30 of its 36 members are known Labour supporters. They have the privilege of attending the Government members’ caucus.
