The United States is drafting a plan envisaging an expenditure of up to 24,000,000,000 dollars, mostly from the United States, in the next four years to revive the economies of democratic European •nations and to check communism, reports the United Press correspondent in Washington.

Plan Rapidly Growing The plan has been rapidly developing since the report of the Secretary of State, Mr. George Marshall, at Harvard ■.June 5, when lie urged the European nations to get together in some way to restore Europe’s economy. Mr. Marshall said the proposal, at least on a geographical basis, included the Soviet Union but it is recalled he had promised “any Government which manoeuvres to block the recovery of other countries cannot expect help from the United States.” Hence, in the absence of the reversal of Soviet tactics Mr. Marshall’s formula would establish an anti-Communist line in Europe. The Associated Press correspondent in Washington says that the United States expects Britain to take the initiative in calling European countries together to formulate proposals in accordance with Mr. Marshall’s suggestions. _ , Mr Benjamin V.
