SOVIET THREE-POINT PLAN PROPOSALS TO AMERICA (10 am.) MOSCOW. April 21. The Soviet Foreign Minister, M. Molotov, in a letter to the Secretary of State Mr. George Marshall, suggests that the Russian-American Commission on Korea should resume its work, says the Associated Press correspondent in Moscow. M. Molotov proposed ,the following three-point programme for Korea: (1) The formation of - a provisional Korean Government on the basis of broad participation of the Korean democratic parties and public organisations to speed up the country’s unity as an independent State and the liquidation of the two zones. (2) Free elections on the basis of universal and equal electoral rights. * (3) Aid to Koreans and developments of national economy and culture.
