STEEL EMBARGO
SOVIET DEFICIENCIES BERLIN, March 23. To give the Russians another chance to make up deficiencies, the British and American zone authorities have delayed the operation of the embargo on steel exports to the Russian zone, says the Associated Press correspondent in Berlin. , . , , _ An American official said the Russians had been twice warned.
