TREASURY FORESTALLED ACTION BY~DOMINIONS (11 a.m.) NEW YORK, March 16. The New York Herald-Tribune’s correspondent in London, commenting on the voluntary reduction by New Zealand and Australia of debts by Britain to them, says: “These were widely hailed in the London press as ‘gifts,’ but there is evidence that as gifts they are not completely welcome in Britain. The Treasury evidently had been planning to ask the two Dominions for even muie substantial reductions, but Britain has now been placed in a bad bargaining oosition because the gifts came through before the Treasury had a chance to outline its views to the Dominions on how much debt cancellation it ougnt to have.”

The correspondent adds that India, Egypt and Iraq have each refused to write off any part of the amount due to them bv Britain.
